Title: Selection of Consultancy Services Panels for Coillte’s Wind Farm Projects
Abstract: IntroductionCoillte Wind Energy request expressions of interest for the qualification of service providers for the provision of various services across 5 separate lots as outlined below:
Lot 1 : EIA and Engineering Consultancy
Lot 2 : Wind Analysis
Lot 3 : Grid and Electrical Infrastructure
Lot 4 : Mechanical and Electrical Procurement Consultants
Lot 5 : Radio Analysis and Planning Services
Background to Coillte:
Coillte was established under the Forestry Act 1988, which defines the principal objectives and duties of the company. The company is a private limited company registered under and subject to the Companies Acts 1963-86. The shares in the company are held by the Ministers for Finance and Agriculture, Food and the Marine on behalf of the Irish State.
The Coillte Group is organised into three divisions with three support functions:
Coillte Panel Products Division - manages two major panel product manufacturing companies;
Coillte Forest Division - manages the Group's forestry estate and businesses
Coillte Enterprise Division - The Enterprise Division is the venturing arm of the Coillte Group. It identifies business opportunities and extracts value from the Group’s broad asset base. It comprises the Group’s interest in Wind Energy, Land Sales and Development, Telecommunications Masts, Nurseries, Irish Hardwoods and Coillte Training and Safety Services.
Coillte Wind Energy:
Coillte has always played a significant role in achieving Ireland’s renewable energy objectives by assisting Wind Energy Developers through the sale or lease of land for Wind Farm development. Circa 20% of installed wind energy generation capacity is situated on land formerly owned by Coillte.
Since 2010, Coillte has played a much more proactive role in Ireland’s Wind Energy sector, by building up its own internal Wind Energy Team and becoming involved in the development of its own Wind projects as well as the co-development of other projects with Third Party Developers. Coillte plans to deliver c. 400 MW of operating wind generation capacity through a range of Gate 2 and Gate 3 development projects throughout Ireland. In addition Coillte has a pipeline of further Wind projects beyond Gate 3.
Objective:
Coillte will require the services of a variety of external Consultants to assist in the development and construction of its Wind projects over the next two years. The objective of this competition is to select five separate small panels of Consultants as set out in the Lot section of this notice. Interested parties can apply to be placed on more than one Panel if they are so qualified. Only applicants with a significant track record on Wind Projects, the competencies described in each Lot, and a first-hand knowledge of the Irish Wind Energy sector should apply for these panels.
There is a corresponding questionnaire for each lot attached to this notice. Candidates are required to complete the relevant questionnare (s) and return by the deadline date specified.
