Abstract: The "Unlocking the Barrow" project is a 'cost-benefit analysis' identifying the technical and regulatory constraints, traffic on the River Barrow- and its related navigation infrastructure vis-à-vis the potential for tourism and economic development if the constraints were removed or remediated.

The constraints include, for example; low bridges, areas only navigable at high tide, environmental regulation, etc., hampering the optimisation of commercial pleasure boats. It should also provide an analysis of the most appropriate pleasure boat types and designs to exploit the particular constraints and opportunities of the Barrow.

The report should suggest the 'critical path' (and the costs resulting from following this path) of remedying or removing these constraints vis-à-vis the potential economic benefits of improving the ease of navigation of the river.

The potential 'benefits' of mediating the constraints should be addressed in terms of appropriate case studies from Ireland and abroad and be focused on empirical data (numbers of visitors, transfers of wealth into the community, etc.), as well as narrative analysis of the said benefits. National and international reports and studies should be referenced in the context of the analysis.

The Project has an overall project focus on any issues identified on the Barrow River and its Navigation from Monasterevan in Kildare to the Waterford Estuary- but with a particular focus on the Carlow Town to New Ross section of the River/Navigation and the well-recognised issues of the difficulties in the navigation channel south of St Mullins village and the head clearance with bridges in County Carlow for standard leisure river craft.
